This is for the Sega Genesis version, I'm not sure if it works in the SNES version, but it's possible it might. There seems to be a way to reach the end of the game without using any cheat codes at all. After going through the cyber run, when you arive at the part where you battle against Jobe's second war machine (the 3 blocks piled on top of each other/on both sides of the screen) for the first time and you have avoid the gun fire of the scope that lowers further down the more you move under it.
After defeating it, go to the left of the screen and blast open the (Access Denied) vortex so that access is granted , but DO NOT enter it. Then go back to the right just a little (where you defeated the machine), and just hang around that area. (I'm not sure if you have to have had already destroyed all of the terminals to this present place; however I did, just play around with it!) Think about arranging the lifts in different ways. Maybe shoot the (Ammo Box) right above this part, though it's the only one I can't figure out how to collect. It's all about arranging the lifts in a certain order, but it might have something to do with it.
I'm not exactly sure how long it takes, but after around 4 to 5 minutes the screen fades and you are transported to the end of the game, the part just before you enter the vortex to battle Jobe. The power is shut down and all of the lights are off, also you character now appears as a shadow and you can just barley see to make your way around. Just the red glow emitting from the (Access Denied) vortex is really visible. It's pretty cool!!!
NOTE: The only way to turn the power back on is to destroy the terminal that is located just off to the right of the screen. So make sure to destroy the terminal and collect the power ups. Then go back to the left of the screen and blast the (Access Denied) vortex until you're granted access and then enter into Jobe's virtual domain and stop him from escaping into cyberspace where he can create havoc in the global network and have the entire world at his mercy. The fate of the world lies in your hands.
